Returns the latest Root Metagraph, including neuron stake, consensus and subnet weights.

Requires an API key in the `Authorization` header.

Returns the latest Root Metagraph, including neuron stake, consensus and subnet weights. Records identify each Root neuron by UID, hotkey and coldkey.
