The Bittensor Senate and Triumvirate have been removed from the chain.

The subtensor runtime has no Senate, no Triumvirate, and no on-chain proposal or voting calls. Runtime upgrades and network-wide parameter changes are applied through the chain's root (sudo) origin.

- `btcli root senate`, `btcli root proposals`, and `btcli root senate_vote` have nothing to act on.
- `root_register` registers a hotkey on the root network. It does not give a seat in any governance body.
- The `Senate`, `Triumvirate`, and `Governance` [proxy types](https://beta.taostats.io/docs/understanding-taostats/extrinsics/proxy-extrinsics) still exist for compatibility, but they allow no calls.

> [!NOTE]
> **Previously**
>
> The Senate was a body of up to twelve top-stake delegates who voted on proposals put forward by a three-member Triumvirate. Both pallets were removed from the runtime.
