Senate

The Bittensor Senate and Triumvirate have been removed from the chain.

The subtensor runtime has no Senate, no Triumvirate, and no on-chain proposal or voting calls. Runtime upgrades and network-wide parameter changes are applied through the chain's root (sudo) origin.

• btcli root senate, btcli root proposals, and btcli root senate_vote have nothing to act on.
• root_register registers a hotkey on the root network. It does not give a seat in any governance body.
• The Senate, Triumvirate, and Governance proxy types still exist for compatibility, but they allow no calls.
